Is That A Car Or A Skeleton?

This unusual looking vehicle was spotted in the United States. according the Nairaland forum user 'HungerBAD' who posted the pictures, he said "It is actually a Volkswagen Beetle stripped of everything, except the skeleton, and with some nice set of rims and car system."

And He also added that it was Legal to drive in the State which he didn't mention.
